These materials may be authoritative but difficult for employees to absorb or apply. Turning them into a video is not simply a matter of reading the document aloud or adding animations. Effective training requires selecting the right behaviours, building realistic practice and checking whether the resulting material is accurate.

The CDC Quality Training Standards, developed for public-health training, emphasise assessing the need, setting objectives, ensuring accuracy, engaging learners, designing for accessibility, assessing learning and providing follow-up support. These principles are broadly useful for planning corporate training, although regulatory or sector-specific requirements must be verified separately. [1]

Begin with content ownership and approval

Identify the current owner of each policy or process. Confirm the authoritative version, effective date, expected review date and intended audience. Mark any information that is confidential, personally identifying, export-controlled or subject to special access restrictions. Training production should operate from authorised source materials and approved handling arrangements; uploading corporate documents into unapproved external services is not an acceptable default.

Ask the subject-matter expert to distinguish mandatory requirements from contextual examples, recommendations and exceptions. A safety instruction, for example, must not be simplified in a way that changes the required sequence or removes a critical condition.

Translate documents into observable learning outcomes

A policy may cover dozens of topics, but a training module should identify what a person must recognise, decide or do. “Know our onboarding policy” becomes “Locate the correct escalation contact, identify when an exception requires approval and complete the required handover record.” Those outcomes determine the lesson structure and assessment.

Not every page belongs in the video. Keep full policy text in a maintained reference resource, while training emphasises decisions, examples and high-risk steps. This can reduce duplication and make updates more manageable.

Design the learning journey before production

Create a short storyboard describing the learner, objective, narrative, visuals, interaction and assessment for each segment. An onboarding module might follow a fictional employee through their first week. A customer-service module might contrast an unhelpful response with a better response and ask learners to explain why the second is more appropriate.

Avoid promising that one format is universally superior. Narrated demonstrations, motion graphics, filmed procedures, diagrams and scenario conversations serve different tasks. Use the simplest format that conveys the content safely and clearly. Where a real-world procedure has physical risk, footage and instructions need qualified technical review.

Build quality assurance into the workflow

A defensible production sequence is: content intake → needs assessment → learning objectives → storyboard → expert approval → media production → assessment creation → accessibility checks → pilot review → release. This is a proposed workflow, not a promise of instant conversion. The CDC describes iterative analysis, design, development, implementation and evaluation as one established development approach. [2]

Document all substantial edits and obtain sign-off from policy owners before release. Where AI-assisted summarisation or narration is used, explicitly review for omissions, invented instructions, incorrect terminology and confidential information exposure. A polished video can still be misleading if its source interpretation is wrong.

Plan accessibility, maintenance and deployment

Provide appropriate captions and transcripts, readable text, legible contrast and accessible navigation. Check the experience on the devices and connection conditions employees actually use. Retain a version history and an update process for changing policies, because yesterday’s accurate video can become tomorrow’s outdated instruction.

Decide how learning will be delivered and assessed. Depending on scope and agreed arrangements, deliverables may include short videos, scripts, quizzes, job aids, structured modules and hosted learning paths. Confirm formats, rights, update obligations and deployment responsibilities contractually rather than assuming every package includes every option.

Know what success looks like

Completion tells you that a learner went through the material, not whether they can apply it. Use realistic knowledge checks, observed tasks or supervisor follow-up. For high-risk topics, maintain any required independent certification or compliance process; a video alone does not necessarily establish legal or professional competency.

What to do next

Select one non-sensitive, stable policy and one clear performance problem. Ask its owner to validate a sample learning outcome and storyboard before committing to full production. A good pilot demonstrates the quality of the instructional transformation, not just the appearance of the final video.

Sources and further reading

[1] CDC (updated 2026), Quality Training Standards: https://www.cdc.gov/training-development/php/qts/

[2] CDC (updated 2026), About Training Development: https://www.cdc.gov/training-development/php/about/index.html

[3] CIPD (2025), Learning and development: How to develop and deliver effective learning: https://www.cipd.org/uk/knowledge/guides/learning-and-development/

Organisations often hold valuable knowledge in HR handbooks, safety procedures, onboarding packs, slide decks and standard operating procedures.
